Perbadanan Putrajaya's Putrajaya Smart City Blueprint (PSCB) 2018–2025 is the definitive local action plan guiding Putrajaya's transformation into a Smart Urban Living for Sustainability & Higher Quality of Life city — translating every MSCF domain into concrete programmes, strategic focus areas, and flagship initiatives.
Note: Perbadanan Putrajaya is currently developing the new Putrajaya Smart City Blueprint for the period of 2026–2036.

The Putrajaya Smart City Blueprint is the primary strategic document guiding Putrajaya's transformation into a modern, sustainable, and liveable city. It embodies Putrajaya's commitment to harnessing digital technology, data intelligence, and ICT ecosystems to elevate the quality of life for its 100,000+ residents while maintaining its identity as Malaysia's Federal Administrative Capital.
The Blueprint's alignment spans the full breadth of global and national development agendas — from the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA), to the 11th Malaysia Plan, the National Physical Plan, and National Urbanization Plan 2. It is anchored by the Putrajaya Structure Plan 2025, mandating Putrajaya's transition from a Garden City to a Green City by 2025.

Official Approval & Governance Trail
The Blueprint was developed through a rigorous governance process — from inception with EAROPH to official launch at DiPEC 2019.
EAROPH Strategic Partnership
Perbadanan Putrajaya appointed Eastern Regional Organization for Planning and Human Settlement (EAROPH) as strategic partner to prepare the Blueprint document — in accordance with senior management approval.
Management Approval Secured
Internal management approval granted to proceed with the finalisation and official endorsement of the Putrajaya Smart City Blueprint.
Member Meeting No. 2 / 2019
Formal planning approval granted through the Perbadanan Putrajaya Member Meeting Bil. 2 Tahun 2019 — cementing the Blueprint as the official strategic roadmap for Putrajaya's smart city development.
National MSCF Launch
KPKT launched the Malaysia Smart City Framework nationally. Perbadanan Putrajaya systematically realigned PSCB action plans to map directly to all 7 MSCF domains, ensuring full national trajectory compliance.
Official Launch at DiPEC
Blueprint officially launched at the Putrajaya Digital Conference and Exhibition (DiPEC) — marking the public commencement of Putrajaya's structured smart city transformation journey with national and international stakeholders.
